Default Noisy Handbrake

Hi Guys,
Just wondered if any as had the same problem? I have a "squealing" noise coming from the right rear wheel, apon further examination, I have found it to be coming from the brake pads attached to the handbrake cable inside the rear disc assembly.

When driving if I put the handbreak on and off, it periodically removes the noise for some time. But it has gotten to the point that my handbreak no longer works.

Can anyone shed some light on a solution. I have tried having the cable tightened and have had a few mechanics have a look at it, but it has not solved the problem.
