Default Not enough power reaching fuel pump? HELP!

I have posted other threads, explaining how my ford focus LS (2006), couldn't start, then jiggled the fuel pump relay and it started. Then drove to the mechanic and he replaced it. But after a couple of tries it didn't start again! he suspected the fuel pump. he checked it out it seemed ok. He got the auto electrician in and he's checking the power to the fuel pump that seems to be low??

can anyone suggest why not enough power gets to the fuel pump!

PS! is there such a thing as a fuel cut of switch? or some locking device that prevents a start?

There is an IFS located in the the right hand foot well behind the front scuff plate trim panel. - however the purpose of the IFS is to cut electrical power to the fuel pump in the event of an accident.

Insufficient current to the pump would suggest an electrical fault in the wiring to the pump - a quick resistance test should indicate whether that is the case.
