Default Passive Anti-theft System

Okay, now i was never asked this when selling these things and as i've chosen to forget a LOT of what i learnt while selling these things I've forgotten if i actually knew this answer or not . . . in short, is Ford's 'Passive anti-theft system' an actual immobilizer or is it another piece of marketing fluff?

My initial thoughts are yes it is due to state regs over here requiring all cars to have one fitted before they can be sold, but as i'm getting a new quote on insurance i dont want to be fudging the application

Its interesting, a lot of insurance companies don't recognise they have an immobiliser stock, but do know about colour coded handles on the LX.
